Wrinkly tank Empty Wrinkly tank

The sides of my Vega tank are quite "wrinkly" with what appear to be pressing marks. These wrinkles had been filled at some point. Were the tanks filled at the factory or left with the wrinkles showing? Just like to know so I can get the tank ready for re-paint.
