Front Suspension & Hub Questions

Help Needed!
I have bough a Lui that is broken down to a box of bits.  I want to re-assemble it to decide what to do next.  I am working off a parts diagram, but it's not very clear.
First question is regardin the front suspension.
There is a bolt screwed into the end of the shaft.  Is that needed? Is Anything missing?
Second questions are about the front hub and spacers.
1. What goes between the hub and the back plate holding the brakes.  I assume some sort of spacer.
2. Does the spacer pictured go into the end of the hub?

3. What other spacers should be used.  The hub + brake plate are obviously too narrow for the gap between the forks.

Any advice would be appeciated.  Any pictures would be great!
